The ruling is the teaching tool. Dotted thirds give a guide line for the body of a letter and separate space for ascenders and descenders, which is how letter formation is taught. As handwriting settles the spacing narrows and the guides disappear. A book from the wrong year is the wrong tool rather than a near miss, so buy to the specified ruling.
