Nesting is self-correcting, which is why it works at 18 months. A figure that is too big will not go in. The toy tells the child they are wrong without anyone saying so, and that is the entire reason nesting toys survive in early childhood rooms while other counting resources gather dust.
The numbers turn it into maths. Each figure is numbered, so the size order and the number order are the same thing - which is exactly the connection a toddler needs to make before counting means anything.
Characters rather than plain cups. An alien and an astronaut get picked up and talked to. A stack of plain rings does not. The play is what keeps the child at the activity long enough for the learning to happen.
