What separates this from a plain board is the flap. It shields the top sheet from weather and from view, which matters on a ward, a site or anywhere a form carries personal information, and it holds completed sheets separately from blanks. The cost is bulk and a slower flip between pages. Confirm the board takes foolscap if your forms are. See clipboards, document wallets and compendiums.
