2 Ply Toilet Paper
This is where most workplaces land, and the reason is consumption rather than comfort. Single ply looks cheaper per roll and gets used in noticeably greater quantity, so the saving mostly disappears at the dispenser. Three ply reverses that again at a higher unit cost.
